PPT Rules for long guns

I am a little ocnfused as I read thru posts on this iste as to the legality of the transfer of a rifle or shotgun. I also see january 1, 2014 stated as a magic date. My questions are:
1) Can I do a face to face transfer of a shotgun without using an FFL?
2) Can I do a face to face transfer of a rifle without using an FFL?
3) What is so significant about 1 January 2014 and long guns?

1. not unless the shotgun is a C&R over 50 years old. if less than 50-years old, then CA law requires you to do a PPT at an FFL.

3. One 1-1-14, the "C&R long gun over 50-years old" exemption to the PPT requirement goes away. A new exemption for all C&R long guns goes into effect if the buyer has a C&R FFL + COE. There are some additional registration regulations that go into effect on that date, but for the most part, you will still need to do a PPT at an FFL for your long gun transfers, just as you are required to do now.
