    Exemption to own = no.

Exemptions to import, make & transfer to exempt entities (Gov/Mil/LE agencies, Fed/state/local museums, prop masters) = yes.

So, if I had one belonging to the business for sell to Law enforcement, I am fine, correct?. Is it legal for the owner of business/FFL holder to take out and "function test" with live ammo?

If you were an 07 FFL (manufacturer) I would say your position of "function testing" (might) be defensible .... The operative word is "might"

That is a slippery slope question however, and one that I am not wise/experienced enough to answer yet. As a result, I shy away from things like that, along with magazine rebuild kits. I just don't do them because implications are too scary for me... I am an 07.
