FFLs - have you opened your mail? - microstamping?!

I just opened the letter received from Rochelle East, Chief Deputy Attorney General, Office of the Atorney General, Division of Law Enforcement. I - and you - are now informed that -

"... a semiautomatic pistol not already listed on the firearm roster ... is an 'unsafe handgun' unless it is 'designed and equipped with a microscopic array of chracters that identify the make, model, serial number of the pistol, etched or otherwise imprinted in two or more places on the interior surface or internal working parts of the pistol, and that are transferred by imprinting on each cartridge case when the firearm is fired ..."

and - "Therefore, to be listed on the Roster of Handguns Certified for Sale in California, a semiautomatic pistol must be equipped with microstamping technology"

Don't ya just love it !!!!!!!

If it is the law that was passed, it can not be enforced since the law requires that the process be patent free, which none of them are.

According to the letter letter, "On May 17, 2013 the DOJ issued a certification that the microstamping technology is available to more than one manufacturere unencumbered by any patent restriction."
        Grrrrrr.....

Big thread in 2A - this letter documents the tech availability. No real effect on FFLs, since there are no handguns yet with the markings, and no regs documenting how those are to be implemented and tested.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

My read of it basically says this: There will be no more semi-automatic guns added to the roster from now on.

And if all sales (even PPT) need to be from the roster Assembly Bill 169 - well..... a cane will be a last resort.
