Question: Can I purchase a shotgun (non-C&R) in a different state? Can I fly back to CA with this Shotgun? If not, what can I do?
As a CA resident, the out of CA FFL could only legally sell a long gun to you if he either follows all the laws of that state, as well as the CA laws (which can't be done since he would not be able to submit the CA DROS) or if he ships it to a CA FFL to do the transfer.

You can not legally be transferred the firearm, so whether you can fly back with it is a non-issue. It would be a straw purchase if your father were to buy it and hand it over to you, as well as his giving it to you, as a resident of another state, would also be illegal.

So, the legal way to do this is to arrange to have a CA FFL receive the firearm and check with the other FFL that they will ship to the CA FFL.
