This will be a business opportunity for FFL holders to arrange transfers of firearms as well as a chance to buy firearms themselves for prices that will have a high profit-margin. (LA is only offering sellers $100 gift cards for rifles, shotguns, and handguns)

I heard that FFL's can only conduct business on their premises unless authorized to do so at a gun show. Can anybody confirm this?

A FFL can acquired firearms anywhere, but the business you speak of is filling out the paperwork and doing the transfer.

The person could be referred to the shop, where everything could be done.
