While the 80% legality is discussion is heating up over there at the center fired rifle forum, I begin to wonder the specific limitation of 07 FFL license holder.

Please help me answer the following,

1. Can 07 FFL hire a sub-contractor to manufacturer a firearm? Specifically Lower Receiver of a rifle.

2. If the answer to first is no, does the technician 07 FFL hired on his/her pay roll also require to be 07 FFL licensee?
