Stripped lowers do not require proof of residency. Only handguns purchased require this.

Quick question. I'd call and ask but I'm stuck at work all day. I understand that CA law only requires a Proof of Residency when transferring a handgun. Since stripped lowers are transferred as "other", this means a Proof of Residency should not be required (only a CA Drivers License needed). But I have heard of some gun shops require it either due to ignorance or policy.

So does Roger's Relics in Santa Clara require it? I'm asking because I don't have a vehicle registration or any utility bills to show. Thanks.

Only Roger or Lisa can answer that question. Having dealt with them plenty of times, I am sure they will just follow the law.
