    Administering the Handgun Safety Test

    My local FFL administers the HST using a paper test and upon passing gives a paper card showing proof of passing the HST.

    Today I went to do a PPT with another Calgunner who discovered his HST had expired. My FFL had only 1 paper test left and wanted to reserve it for a potential firearms purchaser.

    We drove to another FFL who administered the test via computer and printed / laminated a card as proof of passing the test.

    I called my FFL to let him know what we experienced so he could investigate doing the same.

    My question is what is the program / software that allows for the administering and printing of HST's.

    BTW the transfer was also done via computer and not physical paper forms.

    Seems a much better way to do this vs worrying about running out of paper forms?

    The actual test paper can be photocopied without limit. The Handgun Safety Certificates are individually numbered and purchased in advance from the DOJ. Perhaps they only had one of those left.

      This is most likely correct but I wasn't aware that the test could be given on the computer. If someone knows where to get the program please let me know.

        There's no computer program for the HSC. It's only on paper and the tests must be kept for some period of time. There's no printed HSC card either. It's hand-written and purchased in advance from the DOJ. The only thing on the computer is the PDF of the study guide or the DVD video. http://oag.ca.gov/firearms/hscinfo. It's possible they were using a program like AIMI which has an electronic version of 4473 but that's a federal form and has nothing to do with the HSC.

        It would be nice if we had an electronic version so please share the name of the shop so we can inquire as to what they are using in case they know something we don't.

          It's also possible they converted the answer sheet into a PDF form and somehow made it so they can print directly onto the HSC cards. I don't think there's a problem with either of these as long as the answer sheets are printed and retained. The firearms regulators aren't keen on electronic storage of the piles of paperwork we generate.

            Based on your responses I am asking the fellow Calgunner to confirm my observations. I know we did the firearm sale using a computer and I thought he did the same for the HSC?

              I stand corrected. The DROS was done on a computer. The HSC test was done on the same table as the computer so I thought it was being administered using the computer. The HSC card was laminated as an added touch.

              Sorry for the confusion though it makes me wonder why all of this isn't computerized so you don't have to worry about running out of HSC cards?
