Bringing .22 rifle back to CA from Iraq?

I have a friend who is a civilian contractor working in Iraq. He purchased a takedown .22 rifle (I'm not sure what kind) from someone over there. Assuming it is a CA-legal firearm, what does he have to do to bring/ship it home legally? Would he have to ship it to an FFL here and DROS it? Can he just bring it home (it is already his property)? Can he ship it directly to his home here in CA? Does he need to mail a form to the DOJ to register it? His family contacted me asking for my advice on how to handle this, but I'm not sure what to tell them. Thanks.

In order to legally import any firearm into the USA, the person importing it needs approval from the BATFE.

Approval is obtained by submitting a completed Form 6 Part I (ATF 5330.3A) to BATFE Imports Branch.

The application needs to be submitted 60 days prior to the date the firearm is intended to be imported into the USA.

Without BATFE approval, any firearm or ammunition is subject to confiscation by US Customs.

It'll probably cost him more than the rifle to bring it back.
