Santa Rosa FFL

An out of state FFL is looking for a Santa Rosa area FFL to do a transfer of some NFA (New Frontier Armory) complete lowers for a customer. Unfortunately, the first FFL refused to do the transfer claiming to have called the CA DOJ and was told that they are so-called a-salt weapons, but since a lower is not semi-auto, nor center-fire, this is obviously false and the lowers don't need a bullet button for that same reason (until before a semi-auto, center-fire upper is to be put on it, a rim-fire would not need one). Perhaps it was a poorly asked question or it could just be DOJ false information (like when you ask about out of state intrafamilial transfer questions and people are told that just the CA form is needed, which ignores Federal law).

So, does anyone in the area know of a place that can do the transfer? It needs to be a place that understands the laws.
