Rifle sale - Nevada or CA FFL

I have a friend of a friend who is a CA resident that has a rifle that cannot be sold in CA. He wants to post this rifle on a NV marketplace site, and sell the rifle while visiting the state of NV.

Does this require FFL involvement? If so, CA or NV, or both?

    Thank you for your time.

Since he would be selling it to a resident of another state, it has to go through a FFL where the buyer lives, so in your example, it would be a NV FFL only..

If the firearm is a so-called CA a-salt weapon, he can not ship it from within CA and it would require a FFL with a so-called a-salt weapon permit. Bringing it out of state is acceptable.

Thanks. I believe Nevada allows private party sales of rifles without all the DROS type hurdles that CA does. At least that is what I have been told. Am I required by CA, or is it based on the buyers state?
      Thanks again!

It's FEDERAL law, based on the states of residence of both buyer and seller.
