As an 01FFL how do I import a Yugo SKS into CA? Does the seller have to register with CADOJ? Any other hoops to jump through besides just adding it to my books?

It depends on a couple of things...
Is the person shipping to you an FFL? If so, what Type of FFL?
Is the rifle a Yugo M59 or is it a Yugo M59/66? If it's the M59/66 has the grenade launcher been removed or modified yet?__________________

You need to ensure that the firearm is not a so-called a-salt weapon unless you have an AW permit.
If it is coming from a private party, it is a good idea to get a copy of their ID before giving your information, but it is not required.
If it is coming from a FFL, then they need to do the CFLC letter.Kemasa.
