    Issue with shipping FA BCG to CA

    So i recently bought a complete AR pistol upper from GB and apparently the seller routes ALL sales through their DOJ system becuase they do a lot of interstate sales...this helps prevent them from shipping restricted items like hicap mags etc to states that ban them.

    Anyway, as far as we both knew, there shouldn't have been a problem shipping a complete upper to CA since its just considered parts. well, the DOJ system red flagged the FA BCG. The seller called the DOJ and I didn't get the whole explanation, but he just said the DOJ said no. The seller kinda joked maybe it was because he was located is Mississippi...

    any ideas?

    An upper is not a firearm, so it can be shipped. If the seller uses the DOJ CFLC system, then the CA FFL is going to have a problem because it is not a firearm and the seller would have to claim it is a firearm and then the CA FFL is going to not have a firearm to show for the letter.

    Without more info, I don't know what the issue could be. There are middleman FFLs which you can use to get the seller to ship it to. It will cost extra money, but perhaps it would be worth it.

      the seller (FFL) was going to ship it directly to me (not an FFL). He said the DOJ specifically single out the BCG because it was listed as "FA" BCG. Im guessing the DOJ saw "FA" and red flagged it even though it doesn't make any part of it acutally "FA".

        Ive purchased FA BCG directly from Rainier and Noveske with no problems.

          12200. The term "machinegun" as used in this chapter means any weapon which shoots, is designed to shoot, or can readily be restored to shoot, automatically more than one shot, without manual reloading, by a single function of the trigger. The term shall also include the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machinegun, and any combination of parts from which a machinegun can be assembled if such parts are in the possession or under the control of a person. The term also includes any weapon deemed by the federal Bureau of Alcohol, Tobacco, and Firearms as readily convertible to a machinegun under Chapter 53 (commencing with Section 5801) of Title 26 of the United States Code.

          A full auto bolt isn't designed to convert a semi-auto gun to a full auto gun(much less solely). It both a semi-auto piece and a full auto piece. It just has no additional function in a semi-auto piece. To really get into trouble you would need all of the rest of the parts and modifications needed to convert a gun to full auto in your possession. At which point you've already earned a trip to club fed much less the state violation.

            Legally, do any individual components need to be called out as such if the sum of all parts does not violate any laws? Basically, in my case, did the seller have to call out that the upper included a FA BCG or could he just have said "complete 10.5" pistol upper"?

              Honestly the first I have heard of this. I run nothing but FA bcg's and they have all except one come from out of state. I run one purposely in my pistol build for slower cycling. Unless something really cool happened that I don't know about you need more than a bcg to go Full Auto.

                I have no idea what system the seller is using to route shipments to CA. The only thing a seller should have to fill out to ship anything to CA would be firearms through the CFLC system. Since they are not shipping firearms, there is no need to even complete a CFLC. Further, the CFLC is instant and the odds of anyone from DOJ seeing "FA BCG" or some such nonsense in the invoice number section and flagging it are probably slim to none.

                I smell FUD.

                More likely they called the CA DOJ to ask about FA BCG and that was the incorrect answer they received.
