Can my FFL add a bullet button?

Hi. I am wondering if anyone might have some advice to share. I just bought 2 complete lowers and 3 stripped lowers from midwestpx and had them shipped to my FFL who owns a local gun store. I just went to DROS them, and they don't have a bullet button installed (my fault for not being diligent enough). My FFL doesn't know what to do as he is rather new to the business. Can he legally install the bullet button then DROS them to me?

Any help would be greatly appreciated.

    Thank you in advance.

No need for them to install a bullet button. You can do it yourself if needed. If there's no upper they don't know if you will install a rimfire or centerfire upper and shouldn't care except to sell you a bullet button if you will make it a configuration that requires so.
