Private Party Purchase Out of State

Hello,

Can I purchase a handgun from a private seller in another state, say Arizona, and have him ship it to my FFL?

What paperwork would be needed?

Would I be exempt from the 1 handgun every 30 days limit?

Yes, you can. You'd need some form of bill of sale with the make, model and serial# listed, along with the sellers personal info and then have it shipped to the FFL of your choice. And yes, the one per 30 days rule still applies.

However, if I'm not mistaken ... if the handgun you are buying is off roster, different rules apply. If I remember correctly ... any PPT would have to be with someone living within the state of California.

Somebody correct me if I'm wrong ...

Reading through this Wiki I believe the 1 handgun per 30 day limit does not apply to PPT's?

I am also unclear if this exemption only applies to PPT's within California or PPT's between myself and someone out of state?

The handgun I am interested in purchasing is on the current California DOJ roster.

Only FTF PPT's are roster exempt. Thats why any off roster guns shipped to an FFL for PP sales have to be SSE or the buying individual must be roster exempt.

After doing more searching I found this thread which answers my questions.

In short and if I understand the thread I can't do a PPT between myself and someone out of state? The purchase therefore would not be exmpt from the 1 handgun every 30 day's limit.

Correct not a PPT, however it still can be shipped to a CA FFL and be processed as a dealer transfer. The purchase would also not be roster exempt, so the gun coming into the state must be on the CA DOJ Safe Handgun Roster. (Unless your FFL gets fancy with the single-shot exemption, etc)
