WHAT DOES THIS MEAN? CA DOJ letter for transfers

I ordered a rifle from Larue Tactical and they requested that I get the ffl to fax their ffl info tho them which I did but they also are wanting a letter from the DOJ. it was commented as follows:

Order comment: CA orders require FFL and CA DOJ letter for all transfers from LaRue Tactical (NO EXCEPTIONS)


What does this mean? What is this letter supposed to state?

Was in the same situation. Juli sent me a copy of the "DOJ letter" showed to couple of FFLs but they refused to comply. Then I found FFL who was in LaRue's system, EBR name Michael.

What was the letter? Was it the CFLC letter or the DOJ FFL letter? Something else?
