SR-25's are banned by name so unless your a LEO and get get a department letter to buy an AW the answer is no.

Not even a single shot exempt?

Does the same rules apply to off roster hand guns as they do apply to AW lowers?

The acronym OLL, means Off List Lower. What the OLL term means is that if you are trying to purchase a arm that was specifically named on the CADOJ roster of banned (by name) arms then trying to transfer a On List Lower, then your attempt to purchase a SR25 is going to end badly. Also, the individual who tried to sell/transfer you the SR25, if it was registered as a assault weapon during the amnesty time, there are very few provisions that allow that transfer to go forward. If the SR25 is stii here in CA then there are ALOT of problems awaiting that particular individual.

My info should not be construed as legal advise, but... There are alot of smart individuals on this site who can provide high caliber (pun intended) advice should you require counsel. CALGUNS is an amazing site with resources available that are continuously expanded.

only if you personally have the $$$$$ to defend it in court, and are willing to be convicted of a felony, that a single-shot KAC SR-25 rifle is not a banned semi-automatic KAC SR-25 rifle.

Do you want an AOW or C&R SBS/SBR in CA?

Please realize that the banned by name is only banned if it is a semi-auto firearm. So, as a single shot it would actually be legal, but it is really a bad idea because of all the problems which might result.

30510. As used in this chapter and in Sections 16780, 17000, and
27555, "assault weapon" means the following designated semiautomatic
                firearms:
                (a) All of the following specified rifles:
                (1) All AK series including, but not limited to, the models
                identified as follows:
                ...
                Kemasa.
False signature edited by Paul: Banned from the FFL forum due to being rude and insulting. Doing this continues his abuse.

Don't tell someone to read the rules he wrote or tell him that he is wrong.
