Can a complete NFA lower without a bullet button to California?

Hi guys, I just recently ordered a New Frontier Armory complete lower receiver. It is going to be shipped to my local FFL but I know they make two versions, one being the California compliant model. Does that just mean it comes with the bullet button pre-installed? Is it an issue if it shipped without the magazine lock and I install itonce it arrives(already have it)? Just a little confused on the difference.

Depends on the recieving ffl, some ate cool some are dumb. but its legal. could be a rimfire build for all they know. or featureless.

As long as it is legal that is my biggest concern.

Can't be a featureless, it will have a pistol grip and telescoping stock.

It could be going onto a dedicated .22 rifle, and would not need a bullet button.

If it was a complete centerfire rifle, then you need the bullet button. Nothing needed for just a lower (even if it is complete).

It certainly can be featureless. Pin the stock and Install a grip wrap. Or, how about the fact that its NOT A SEMIAUTOMATIC RIFLE. It's just a lower reciever. Not an AW, bullet button, pistol grip, collapsible stock or no.

You need to check with the FFL since some don't know the actual issues and think that it does actually need the bullet button.

A lower is not semi-auto, nor center-fire, so the restrictions don't apply until an upper is put on it. The same with the ban by name since that also requires it to be a semi-auto firearm.

You could make it into a bolt action, pump action, single shot, etc., as well as making it into a rimfire.

Riflegear stocks them without the bullet button which is how I purchased mine. I also just use it with a .22LR upper so it is completely legal. Your FFL should be fine with receiving it and even selling it to ou without the BB.

While this is correct in that the FFL should be fine with receiving it and selling it without the BB, it does not mean it is actually the case.

If you want to avoid problems, you should communicate in advance to insure that there will not be a problem. There are some FFLs who won't deal with AR type rifles. I don't know why, but that is their choice.

Some FFLs might think that it is illegal to receive an AR lower without the bullet button, which is not correct, but good luck trying to convince such a person, especially after they have received it. Remember, some people are not rational, even FFLs.

California's gun laws are so complicated, even many police departments don't know how to interpret them. Case in point: the story of Mark Haynie.
