    Lower shipped without BB

    If i receive a complete lower for a customer to do an out of state transfer and it wasn't cal legal due to features and no bullet button. What is the best way to handle that? I'd rather know if it happens before it happens. My thoughts are just install a BB making it legal? But should it be returned what is the proper process, I have no idea.

      If it's just a receiver, no magazine lock is required. It is legal until somebody installs a semiautomatic centerfire upper.

        Even a complete lower with pistol grip? It can be transferred to the owner that way? That doesn't sound right. Then again for all I know he's putting a rimfire upper on it so in that sense it makes sense.

          Technically, you could return it to the sellers FFL, but if you want to be a nice guy, either 1. remove the pistol grip, or 2. add a BB.

            But if they put a .22LR upper on it they wouldn't need a BB ...

              A bullet button is only needed if it is a semi-auto, center-fire firearm. Without an upper, it is neither of those. It could be made into a pump action, bolt action or single shot.

              A named lower is a problem only if it is semi-auto, so a named lower is not an issue until someone tries to make it a semi-auto firearm (rim fire is not allowed either).

                Thanks Kemasa and everyone else, others insight is important. just covering my butt. I agree with the being the good guy and making it legal versus sending it back also.

                  It IS CA legal if it is just a complete lower, regardless of whether it has a bullet button or not, regardless of whether it is named or not, because it is NOT semi-auto.

                  So, you are not making it legal, it is legal, unless and until you put a semi-auto, center-fire upper on it.

                    The customer can use it for a .22 LR build. It is 100% legal for you to sell it to him as is.

                    I would simply ask him what he plans on doing with it. If he says he wants to build a Bullet Button build, ask if he has a Bullet Button already and you will install it for no extra charge over the Bullet Button price.

                      That's exactly how I purchased my NFA complete lower from Riflegear in OC (pistol grip and all), no bullet button installed.
