Buy and ship to FFL in a different state

I want to buy a Tactical Innovations 10/22 receiver, and they don't sell receivers to CA. I have an FFL in AZ who can receive it and transfer to my local FFL in CA.
Can I buy a firearm out-of-state and specify an FFL out-of-state to ship to? Is this whole scheme legal?
    Thanks!

Yes and Yes...but in general don't support companies who don't support California.

    Just buy a different model/brand.

Legal. They need to do a CFLC which takes a minute to register if they aren't and a minute to plug in the dealer number. There's no reason for them to be scared of CA regations that make no sense.

The seller might not do the transaction that way, but it is legal. You might need the AZ FFL to buy it directly, then ship it to your FFL.

Many places do the will of anti-gun people by refusing to sell to CA. As was said, you should avoid places like that and buy from those who are not basically anti-gun. There is no valid reason (being afraid of figuring things out is not a valid reason in my opinion) for their not shipping to CA.

Tactical Innovations' policy bums me out too, but I like their receivers the most so really want to try it. I even wrote them an "angry letter", and here is the reply:

Sorry, we are not registered with the CA DOJ and can not ship firearms or receivers into CA. The ever changing state as well as the additional city and county regulations makes it difficult to easily determine what is legal where so as a result in order to not risk unintentionally breaking any laws, we don't ship to CA. Other dealers that are registered with CA DOJ may be willing to ship our products in to CA but you would have to coordinate with a third party dealer of your choice directly but I don't know of anyone off the top of my head.

Yeah, they have some cool stuff. As Kemasa said, support those who support us. If you really have to have it, you can find a way to get around their choice not to do business with our great state.
