Does an FFL need a second hand dealers license to buy used handguns from another FFL? Would the purchasing FFL need the second hand dealers license to sell the used guns purchased from the selling FFL?

Same question from me. If the other FFL has purchased the handgun, they must have run it through FDAS. My city doesn't offer a second-hand dealer/pawn license.Toby's Tactical
