    well if a out of state won't transfer could I have it to a place like Atlantic to install a B.B then have them transfer to my local ffl thanks

          an out of state ffl wont transfer to you directly because they cant verify id, do CA dros stuff for you, and they cant charge you CA tax.
          you have to go through a local ffl for transfers and some ffl's dont do out of state transfer on new sale items. many will do it but charge quite a bit (sometimes $75 or more plus dros fees) to discourage buying from cheaper out of state sources.
          now with that said some dealers cant transfer stuff to CA at all because its not a legal item for sale here in CA. yeah I cant transfer an rpg because its just not legal to do so.

          1st make sure what you want to transfer in is legal in CA.
          2nd find a FFL local to you that will do a "out of state" transfer if the item is new or a "private party" if you are purchasing it from an individual.
          3rd facilitate shipping of the goods to your local ffl from the source. If you buy a product out of state from a company chances are they will need a copy of your local ffl's license before they will ship
          4th do background check with your local dealer and wait for 10 days
          5th get the goods

          if it just needs a bullet button it would be best if the seller installs it
          im not 100% sure on this but the out of state seller may have to go though a ffl on their side as well if they are not but this may depend on the laws that apply there of course.
          I fear paper cuts far more than firearms.

            Yes, you can have a middleman FFL do the work and then transfer it into CA, if the seller won't do it.

            There is no requirement that a firearm be shipped from a FFL (another post), but some FFLs will only accept firearms from FFLs, so you need to check with the CA FFL.
