COE Requirements

I've searched and can't find the answer.... What exactly are the determining factors that go into whether or not the DOJ will issue you a COE? In other words, what would disqualify someone from getting a COE?

A COE is just a DOJ issued document that literally states at the time of issuance there is nothing the DOJ could find that would prohibit you from purchasing or possessing a firearm. If you can purchase and possess firearms there is no reason they wouldn't issue.
