Receiving of a stripped lower

A little stumped on something.. keep getting different answers in regards to this..

My question is in regards to receiving a stripped AR lower from a manufacturer for a customer. Do I have to do anything to it to transfer or can i transfer as is? Meaning add bullet button?

To be safe, I'd agree with this. However, a named virgin lower isniether "semi-auto" nor "a rifle". It would be perfectly legal to use a non semi auto upper on it or build it into any non-rifle configuration.

No bullet button needed for a stripped or complete lower since without an upper, it is not a centerfire, semi-auto firearm.
