Parts kit for single shot exemption (SSE)

I have a large machine shop and was wondering if there's a market for a parts kit for dealers to do SSE's. Kit would include long barrel and dummy magazine. Barrel would be fully rifled and same quality as OEM. Most common barrels would be available such as for Glocks and 1911's, but I could take custom orders. I'm also a type 7 FFL with SOT.

So I have a few questions pertaining to this:
Is there a market? Would any dealers be interested?
Is this legal?
I found an old bulletin from the DOJ (http://oag.ca.gov/sites/all/files/pd.../2006FD-06.pdf) that says this type of kit for single-shot pistols might be illegal due to aiding in manufacture of a short-barrel shotgun. Something in there doesn't make sense to me. Anyone know what they are talking about?

Most of the time DOJ themselves don't know what the hell they are talking about.

There is what the law is and then there is what the CA DOJ wants you to believe the law is.

It seems legal to me. Anyone can buy a Lone Wolf barrel for their Glock and swap it in themselves. Why not a longer barrel that meets the minimum length requirements for SSE. For Glocks and 1911's with standard parts among different frame sizes, one long barrel would make any of the sizes legal for SSE. So then the question is, are any dealers interested? Maybe if I build it, they will come.
