I have a friend who moved to a foreign country and was going to transfer his firearms to me (rifles & handguns) but ran out of time before he left.
He was planning on coming back within 30 days (for business) but now that is delayed.
His firearms are still in CA and they are registered to him.
Is there a way to re-register the firearms to me, without him being present?
I can get paperwork to him for his consent?
