    Converting saiga at request of customer

    Is converting a sporterized saiga (i did not sell the rifle) back to its original config at the request of the customer Gunsmithing or does the ATF view this as manufacturing. I know key things differentiating Gunsmithing and manufacturing are not doing it to sell the item prior to purchase and doing it at the request of a customer however I also know the ATF claims they look at different rifles differently than even their written info on their website.

    If the customer owns it already, you do the work and give the gun back, it's gunsmithing.

      The customer would probably be better off trading his converted Saiga for an unaltered one. It would probably be cheaper, quicker and less trouble.

      to answer your question, you are not manufacturing anything for sale. You are working on a customer's legally owned firearm. So, like EBR Works said, it's gunsmithing.

        That is exactly my take on it too. I have their difference between the two from the batfe website posted on my wall lol. Just like confirmation before a new venture. I know my old ATF inspector was trying to say assembling a customer provided lower at the request of a customer was manufacturing in his eyes even though it directly states otherwise in this regards so....fortunately most people assemble their own lowers these days so I'm good with doing custom uppers for them.
