    Intrastate Transfer (person to FFL)

    My dealer tells me that only an FFL can send a handgun to him.

    Is he mistaken? I'm buying a handgun from another member, but I'd like to go through my local guy. Is there any accurate info that says he can receive a pistol from a person in CA...to transfer to me?

    I've done a seach, but come up with much info close...but no cigar.

    It's not the law but is policy at a lot of FFLs.

      So, how does one buy a handgun from another California resident?

        If you live close enough then meet up with the seller at a California dealer and do a PPT for $35.

        If you have to ship the handgun because you live too far away then the seller can ship the handgun to a dealer that is closer to the buyer. UPS and FedEx Express are the only two shipping companies who will accept handgun shipments from a non-FFL. This isn't considered a PPT so the dealer can charge whatever he wants for the transfer and the handgun needs to comply with the "safe handgun" roster law.

        If the receiving dealer won't accept shipments from non-FFLs then the buyer can either find a better dealer or pay the seller extra money to go to the trouble of shipping the handgun through a dealer local to him. If it is shipped dealer to dealer then they have the option of using the USPS, which will cost much less in shipping charges. Again, this isn't a PPT so the dealer can charge whatever he wants and you have to deal with the roster.
