Can I fix a magazine after arrival?

I am a new 01 FFL in California and I have a customer looking to buy a PSL54c dragunov style rifle. Is it legal to have that rifle shipped from out of state to me without fixing the magazine prior to shipping? Then install a BB upon arrival.

I know of other dealers doing similar things but I do not know if they posses an AW permit.

If it is considered a so-called a-salt weapon, then it can not be shipped into CA unless you are an AW dealer. You can not installed the BB upon arrival unless the firearm is in a configuration which it is legal for an 01 FFL.

Just because others do it does not mean it is legal.

You do not have an assault weapons permit, so you cannot possess assault weapons. Legally you cannot receive that rifle in semi-automatic form.

If its gas system were removed and it as a single shot, then it would be okay.

Thanks for the info guys, besides removing the gas system are there any other legal methods for an 01 to receive this firearm? Could the thumbhole stock be replaced, or the magazine fixed, or both?

You cannot receive assault weapons. So if it comes in as an semi-automatic centerfire rifle with a detachable magazine and any one of the evil features, it is an assault weapon. So the firearm either needs to come in with a detachable magazine with none of those features, as a fixed magazine, or not as a semi-automatic centerfire rifle.
