Unless the out of state person has CA ID showing a CA residence, or Military ID, with PCS orders to CA, that isn't a CA-allowed PPT.

It is, instead, an interstate transfer, from out of state seller to CA buyer, and if a handgun, the Roster applies.

Presuming no 'assault weapon' involvement, I believe that should be fine.

Exactly how the paperwork flows, I am not privileged to know.

The out-of-stater hands it to the FFL and the FFL does a dealer "sale" to you (i.e., it is not a PPT). The FFL will probably want to copy the out-of-stater's DL/ID for his records. The FFL can charge anything he wants for such a transfer, so ask first. Fifty dollars plus $25 DROS would not be out of line but you may find one cheaper.

It is the FFL who is asking :-).

For the FFL, it is just like the firearm was shipped and you do the transfer. The only difference is that the person is delivering it. It is a good idea to get a copy of the ID of the seller, but since the person is coming in person, just writing down the information is acceptable as you can see the person and the ID.

As was said above, you can charge anything that you want since it is not a PPT.

Yes, there would be sales tax on the firearm, as well as the transfer fee.
