Selling Department owned weopons

I'm an armorer for State Police agency and my department currently has 6 remington 870 shotguns and 3 ithica shotuns in the inventory that they MAY be willing to sell to individual officers. What would be the process for a Police Department to sell these weapons to individual officers. Or can this not be done. I have heard of officers buying their duty weapons once an agency buys new guns. Also can you list the PC sections i would reference. Any help will be appreciated.

There used to be a PC section (12084) that allowed smaller counties to sell firearms directly (used to require reporting by the LEFT - Law Enforcement Firearms Transfer - form). That was repealed, I think in 2005.

SEC. 13. Section 12084 of the Penal Code is repealed.

Now probably PPT is the route.

Easiest way may be to find a local FFL that will purchase the surplus property then have the officers go in and purchase them from the FFL.

Penal Code section 28410 and Public Contract Code Section 10334 relates to issued service weapons.

One would hope that there would be a clear policy for the state to liquidate state owned property for the highest reasonable value, I.e. public auction or 3rd party appraised wholesale value. Please don't post an update if these end up being sold for $20 inside yor department. I don't want to know...

I'd think there'd be a rule that surplus property be offered via a bid system so it can't be construed as favoritism or enrichment of an employee via the taxpayer.
