Handgun transfer from Montana to Calif.

I have a cousin in Montana. He has a Colt 1991 Government pistol for sale. Stainless, chambered in .45 ACP. He would like to sell it to me. I live in Calif. While I was there last week I frequented two gun shops and inquired about transfer of the handgun to Calif. They both said that neither one of them would transfer the gun to Calif. No way, not today or ever for that matter. Is there a way to transfer this handgun to Calif. in a legal manner?? I hope I have this question in the correct place. If not, then a thousand pardons. You guys are the best. Thanks in advance. LS

You are a CA resident and your cousin is a MT resident

In order to comply with Federal laws the handgun must be shipped to a CA FFL dealer, where you will need to 4473/DROS + 10 day wait the firearm.

Because the firearm is a handgun, it must be on the CA DOJ Roster of Handguns Certified for Sale. If your cousin's Colt 1991 is not listed on the CA DOJ Roster of Handguns Certified for Sale, then a CA FFL dealer can not legally transfer it to you.

If it is not on the CA DOJ Roster of Handguns Certified for Sale, your cousin can modify the Colt 1991 into a dimensionally compliant single-shot pistol (needs a 6" or greater barrel length and a 10.5" or greater overall length). As dimensionally compliant single-shot pistol, it would be exempt from the CA DOJ Roster of Handguns Certified for Sale and a CA FFL dealer can legally transfer it to you.

Since this is an out-of-state transfer, check with your CA FFL dealer on if he/she accepts shipments from private parties or FFLs only and how much they charge to do such a transaction, since this is not a PPT, the CA FFL dealer can legally charge any amount to facilitate this type of transfer.

Your cousin can ship it directly to a CA FFL. Be sure it is on the roster or SSE.
