SSE Barrels and Kits

Two Questions:

Where can an FFL Dealer go to in Southern California (Santa Clarita or Los Angeles) to have barrels made to qualify for the Single Shot Exemption (SSE)? The kits that are needed are for Glocks, Sig Sauers, XDm, and 1911. What are the cost involved?

Also, how should the DROS Paperwork look for SSE transfers?

Welded extension on threaded aftermarket bbl then turned down to fit

If you are a FFL, before you try doing that, it would be wise to investigate possible issues with doing so. I have been told that such modifications could be considered manufacturing, which means that you would need an 07FFL and follow all the rules associated with it. In some case it might not qualify, but you need to be very aware of what you are doing and what the laws are. Also understand that this is a bit of a gray area (with respect to manufacturing).

ATF Agent and their supervisor said at my Audit 3 weeks ago (as part of my 07 approval) that the activity is NOT manufacturing. They got on the phone with someone in their legal department? to confirm.

Well, all I can say is that the view is not the same in every location, plus it also depends on specifically what you are doing (not all conversions are the same).

As a manufacturer I am going repeat this. GET IT IN WRITING BEFORE PROCEEDING. I can't tell you how many phone answers to questions have been incorrect.
