Is there a problem if Calfironia resident is gifted an off roster pistol by a son-in-law living in anoter state or does it have to come from his daughter to qualfiy for what I believe is a family exeption? Can this still be done if the parent gives them the money to cover buying the weapon from their lgs and will there be an issue with California sales tax? No one is a prohibited persoon, no protective orders are involved. None of that stuff.

It has to be up and down family lines directly, so your daughter could transfer it and you could take possession of it legally by sending it through a gun shop as a bona fide gift.
We do these all the time, here's a link to our info page on them: https://www.2azone.com/intrafamilial-transfers/Comment
