C&R Question

I hope i'm asking this correctly........ Can someone from another state That has his c&r License, come to california And buy from a non c&r License individual.... Like just do the deal at my house? And is there any limitations or stipulations on this?... thanks

I am speculating here , but I think to be legal he would need a CA certificate of eligibility and only long gun sales.
