    New FFL 03 + COE want to purchase but need guidance

    I am a new FFL 03 + COE and I would like to make purchases online and face to face from private individuals, gun stores, and gun shows but have yet to find any Literature on the process or even YouTube videos specifically geared towards California. I know CADOJ has an area in CFARS/CRIS for me to fill out whenever I have an acquisition but haven't found any instructions maybe I'm just not looking in the right place on the website. I went through the process to get better deals on ammo (online) and acquire C&R long guns and C&R pistols on a cash & carry basis. I understand CA prefers the pistols to go through the DROS process but I believe that it is only a preference not a requirement so if I can DIY, I would prefer to do so.

    I notice some places online state they will only ship to FFL 01 for CA Sales even when it come to long guns but the DROS Fee and FFL fee here in CA is something id like to get around along with the 11% tax bs.

    Would I legally be able to ship pistols or long guns to a neighboring state like Nevada and just pick it up from the FFL 01 via exchange of FFL info after I pay their fee for recieving/handling. I assume this may be cheaper than paying for all those services here in CA. I visit Reno often times during the year so I would just plan to do it on one of those times or even make a special trip in some cases.

    If I were to acquire one or a couple at a gun show I believe I am legally allowed to transport it across state lines and just submit info electronically via the DOJ website.

    Please correct anything I may have have wrong last thing I want to do is break fed or state laws get my FFL stripped and be facing jail time for stupid mistakes.

    If anyone knows where I should be looking for written guidance on acquisition to satisfy the needs of California that would be helpful.

      As a CA based C&R you can't have any firearms shipped direct to you. Longguns and handguns have to go to an 01 FFL. Note that CMP seems to ignore this. Last I checked they will ship long guns direct to a CA C&R+COE.

      CFARS really only applies when you bring something back to CA from out of state when you used your C&R to buy it FTF. If I recall correctly you can buy a C&R long gun FTF in state and walk out with it. But you still have to do DROS and you have to find a FFL willing to do it that way. Just because its legal doesn't mean a FFL has to do it.

      You can't ship to an out of state 01 and then go get it. The only way to avoid sales tax and the 11% is via in-state PPT, or bring it back from out of state.

      Yes you can buy a C&R from a gunshow or a dealer out of state, bring it back, and report it via CFARS. Not all out of state FFLs or gun show sellers will do it. Its been quite a while since I tried, but the Reno Cabelas would not cash and carry C&R handguns. They would only ship to your local FFL. They acknowledged it was legal, but it was a Bass Pro policy they had to adopt when they were acquired.

      You're probably better off asking your questions in the C&R sub-forum.

        Thank You. I did try with Cabelas prior to reading this. The guy there started going off in the weeds about some interpretation with the state of Washington and how the barrel was shrouded on a Mosin Nagant that I was interested in. I told him I was from CA and he kept harping on the barrel being shrouded and Washington States Laws. I started to give him an explanation about CA and how that wouldn't apply as it was a bolt action and it doesn't qualify as an AW either way but then I just stopped because I ran out of energy an time. I pretty much found out later that it was a company policy. but either was its all ok in the end of the day my business just goes elsewhere. I will definitely take a look at that C&R section i guess i just overlooked it and decided to go into this FFL area. I was guessing this was the proper place. But once again Thank You for the helpful reply.

          LOL, my experience has been that most 01 FFLs don't know very much about C&R licenses and regs. Not their bread and butter. Most of what I know is from having a CR& license for longer than I've had an 01. Don't get me wrong though, I think the FFLs on this forum are more knowledgeable than the average gun store employee.
