    I didnt want to hijack the other thread so here goes. I just sent out my c&r application. I want to also get a COE, but do I need the c&r to be approved first? I checked here and it did not specify, but it seems like I can apply for both at the same time:

      This is correct. They're not related since they're not issued by the same agency. Your C&R is through BATFE, and COE is through CALdoj.

          What is the advantage of having these licenses? It lets people purchase older weapons that otherwise aren't permitted? Gatling guns, etc?

            C&R license )FFL03) is a Federal permit that allows you to purchase old guns across state lines. In California, because of state laws, its only advantage is to buy 50+ year old long guns from retailers out of state.

            COE, which I have never had, is a certification from the State of California that you are a good guy. I think it originally vetted gun store employees. Having it also has some advantages in California regarding waiting periods.

            Gatling guns would have a ten round limit.
