Now out of state resident sell to Californian?

Question about selling an on roster pistol with the seller now having an out of state ID to a CA resident ?

I understand this will not be a PPT as both are not residents but how could this transaction proceed and follow the law ?

The exact same process as if the CA resident purchased it from gunbroker or any retailer online. Sales tax and standard dealer process applies.

You need to find an FFL that will do the transfer. You are correct, it will not be a PPT. Because of this, they can charge anything they want, $75-125 is typical. Talk to the dealer ahead of time and make sure they will accept the firearm they way you want to get it to them, ie shipping it to them or walking in with it.
