Is a consignment sale ( when FFL is using a PPT form ) the same as a private sale (PPT) when it comes to 5 or less PPT transfers per year limit?

With a consignment, Its one sale but, it's only one transaction if you bring in however many guns you do in that transaction.Comment

The general understanding is that if you consign X number of guns with an FFL, then that is one transaction regardless of the number of guns. The bottom line is that as long as you are not playing gun dealer, the DOJ doesn't seem to care how many you sell. I have processed thousands of seller not present PPT transactions over the last thirteen years and never once was one of the "sellers" ever contacted by DOJ for selling to many. This includes collections of 70 or 80 firearms. When it boils down, I doubt the enforceability of the law in the first place. They would need to prove intent of "dealing in firearms" and also, how can the government restrict one from disposing of personal property?Greg David

I agree with You 100%. If a person simply no longer needs or wants certain firearms and rather sell them or just trade them for something they want , they should be able to transfer what they don't want and buy what they want without worrying about it.
