HSC Vs. PC832

I have lost my 832 A and B certificates, I believe they may have been destroyed with several other achievement certificates. I asked the LGS on how to proceed as I am ready to make a purchase. I was told that all they were concerned with was the legal info was represented, and agreed with me that the POST printout would satisfy this burden.

I called POST and amazingly the printout was here the following day! I can't say enough for those at POST, they are amazingly knowledgeable and professional. Anyway, I took the envelope, the printouts and all my money in to the LGS and the counterman took the paperwork to the 'owner' and he refused saying that it must be the certificates... His store his call.

I would like to know what you consider qualifies the burden to pass on the HSC. I know, I am crying over 25.00, but that is a lot on a retired salary in this economy. I am told that the Academy which does not carry record prior to a takeover, since my graduation cannot issue new certs, I am looking into that.

Please let me know what you would do if I wanted to work through this while purchasing from you.

The Penal Code states, "(4) Any person who has successfully completed the course of training specified in Section 832."

I had a guy who didn't have his certificate, but had his college transcripts, I accepted it. I even called the DOJ and they said that sounded good too based on the PC.

So just about anything from a customer that shows they completed 832 gets a pass from me.

I'm a newbie on the forum and also have a question about HSC. I am also retired and living on a fixed income and 25 bucks is 25 bucks. Here is the question, one of the exemptions from the HSC requirement is "Active, active reserve, or honorably retired military." Now I did my "Vietnam Time", 3 tours and had all the required weapons training so it is not like I do not know my way around weapons. Got my honorable discharge from the military but it seems that is not enough to purchase a handgun. I purchased handguns in my time but haven't bought a new one in over 30 years. Now I want to upgrade to some newer technology but I have to pass this HSC test.

My question. What is the difference if I did not retire from the military and only have a DD214 stating I am honorably discharged but not "honorably retired". If it makes any difference, I am retired from 30 years of civil service from the "Department of Defense". Worked side by side with Military Officers for 26 of those years.

Unfortunately, honorably discharged is different than honorably retired.
Under the old BFSC system, honorably discharged was an exemption.
But under the current HSC system, honorable discharge is not an exemption.
Honorably retired usually equates to 20-30 years of military service and a pension.


Penal Code 31700
(a) The following persons, properly identified, are exempted from the handgun safety certificate requirement in subdivision (a) of Section 31615:
(10) An active, or honorably retired member of the United States Armed Forces, the National Guard, the Air National Guard, the active reserve components of the United States, where individuals in those organizations are properly identified. For purposes of this section, proper identification includes the Armed Forces Identification Card, or other written documentation certifying that the individual is an active or honorably retired member.

A FFL who is an HSC instructor and who tests people, gives the safety demo, etc. is not exempt from the HSC process, nor is a NRA Certified Instructor.

It is not about what is reasonable, it is pure harassment. Understand that and you will get what it is all about.

Part of the scam is that the BFSC was lifetime, but then they "killed" it and modified it slightly to create the HSC which is only good for 5 years.

Just for some closure. Followed up with call to DOJ, they agreed with your view on the paperwork. I took paperwork and new found smarts to LGS, politely, a couple days later. DOJ told them to 'quit wasting their time'. I picked up the weapon today, along with some extended perks.

It's as I imagined, Gun Control is Gun Control anyway they can get it. I'll pay the fee and get my HSC.
