    Stripped AR15 Lower Built into Pistol

    I have an AR15 pistol that I bought in SoCal. I paid or the lower, brought in my parts, built it and then waited my 10 days. Is this a legal process I can also follow as a Type 01 FFL?

        can a long gun registered lower be turned into a pistol would be my guess?
        or is it you bought a pistol registered lower and would like to build it?

          Was the dealer that sold you the lower and allowed you to build the pistol at his location prior to DROS an 07 FFL? An 01 FFL cannot legally do this.

            I'm not sure, I think he was 02. Even though the owner built it, it still counts as a federal no no. Cal DOJ is ok because the person takes possession of a single shot pistol. Also, the agent happened to watch me do it.

              Only an 07 FFL can assemble at his premises. 01/02 cannot. The build has to go through his manufacturing logs and FET is payable if he manufactures more than 49 per year.

              You are saying that an agent was present? ATF or Cali DOJ?

                DOJ was there. The strange area is that I assembled the gun as a customer, the 02 FFL never touched it.

                    Confirmed with a phone call to ATF 10 min ago. There is no way without an 07 to do this.
