I am trying advise a customer accurately. He does not have his HSC but has a legal gun he moves here from Oregon with. Does he just fill out the form?

there is no requirement that he have an HSC to bring in a handgun he already owned in another state. He just needs to fill out the new resident handgun importer form. http://oag.ca.gov/sites/all/files/pd.../ab991frm.pdf?
