i am trying to buy a mosin nagant rifle from somebody and they are telling me that it is over 50 yrs old and that we dont need to complete transfer at gun store only face to face is this true? or do we need to do the 10 day waiting period

California does not require an FFL for the sale of a long gun that is 50 or more years old. If both parties are CA residents, Feds don't require an FFL, either.
So yes, what the seller told you is true.
