    Obtaining C&R License in Calif.

I downloaded the application, ATF Form 5310.16 from the BATFE website and there are 2 copies. One goes to BATFE and the other goes to CLEO. Who is the Chief Law Enforcement office and where? I asked this and someone answered but cant find my question or answer.
Am I also to mail to BATFE the Cert. of Compliance, ATF Form 5330.20, with the application? Not sure. I put info regarding my debit card for the $30 fee.
Is there another one I need to fill out for Calif? of is this good enough?
I am interested ih WW2 P38's and understand they would fall into this category being over 50yrs old. A plus, being I can have it shipped directly to me.
Please, any answers or thoughts/ input would be most appreciated. Thanx.

You cannot have handguns shipped to you, they still have to go through a FFL01.

Even if I have the C&R license and the handguns are 50yrs old and the license would be a FFL 3? Only asking and want to make sure. Why do private individuals obtain one in the first place? What are the advantages if any? Just tryin to get the right info and the ins and outs you might say.

The advantages are for longguns delivered from out of state to you, and being able to by C&R firearms out of state and bringing them back. If you purchase a C&R handgun out of state you still have to file a form, with a fee, to Cal. DOJ.

You can't have a handgun, C&R or not, shipped to your California doorstep, unless it is a return from a manufacturer or gunsmith.

Thank you for clearing it up. I also got another reply regarding my question a couple of days ago.
So, if I want to order a rifle 50yrs old to my doorstep, I can do that. Handguns, no, but I can have them shipped to a FFL dealer then obtain it from them. Am I correct?
Also if I purchase a handgun out of state and bring it back, I must bring it to a FFL dealer and fill out the paperwork. Am I correct on this too?
I assume I would have to do the 10 day wait at my local FFL dealer even though I was able to check it in as luggage on the plane. Can you clarify?
I'm beginning to get a more clear picture.

No, you just fill this out and send it in with dough. http://ag.ca.gov/firearms/forms/pdf/volreg.pdf

C&R long guns change in January 2014 due to AB809.

If you have a C&R FFL with CA DOJ COE, then you are exempt from the waiting period for C&R firearms and also from the 1 gun per 30 days for all handguns.
