FFL Bay Area Complete lower AR with out BB

hi I'm looking for a FFL in the bay area that is willing to accept a complete lower of AR that doesn't have a BB installed yet. I'm buying the gun online and I'm having them ship the gun in half. just so i can get it here faster. instead of having me ship the BB then they install it. just so i can be the one that removes the anbi-mag release.
