large capacity magazine permit

Im in the process of applying for my FFL but as you know, it is going to take awhile. Still waiting for my COE to come back. Anyways my question is, do you have to have your FFL to get your large capacity magazine permit? Or is there a way to get it before?
Just some background I have:
Seller's Permit
EIN
Home Occupation Permit
Business License

and the CFD comes after the COE correct? So once I get my COE and apply for my FFL can I the also apply for my CFD and HCP before I physically get my FFL?

I just noticed that these two applications actually need to go to different PO Box, so is it OK to combine them & send all together to the PO Box for the CFD Application?

Old thread but I have some relevant info. My CFD and large capacity magazine permit application had the same PO box and the instructions say applicants are encouraged to return the magazine permit request with the CFD request.

I have my CFD and magazine permits in to the DOJ right now. I got a call from the DOJ office requesting clarification on what I meant on my good cause statement with "Conversion to California-compliant capacity". So I explained as best I could since I thought the statement was obvious. The reply was "I'm not sure that's legal" so I again tried to explain that I thought it was since others are doing it. There are a lot of people doing these conversions on Lancer mags and Magpul P-Mags. I prefer 20 round magazines (blocked at 10) since I can get a better grip on them and use Thorsden bullet button tools attached to the magazines. Can anyone cite code or lack thereof supporting the legality of these conversions?

Yup. You need to be careful giving your "good cause statements" on all of these extra permits - make sure that you're giving the "right" answer.

We said something like "to better serve our LE and Military customers" and a week later we had the permit.

In the good cause statement, I wrote: 1) Sale to law enforcement, 2) Conversion to California-compliant capacity. The DOJ called me to ask about #2. They issued the permit but only after calling to ask about it. So use cause #1 if it applies to you. Other people also recommend "sales out of state".
