    barreled action

I have an M1 Carbine barreled receiver. For a proper sale can this be done face to face or must it be done via PPT through the usual DOJ procedure.

it has to go through ffl and dros'ed . . . c & r would be an exception. Receiver part counts as firearm.

While hypnoman is correct that it would not be C&R on a Federal level, Ca excepts +50 year old longarms from having to be DROSed. The exception does not state tat the gun must fall under the Federal definition of C&R. So, if it is over 50 years old, it is my understanding that it would be legal to just do a FTF transaction until 2014 when the law changes. Of dourse, IANAL and I am not giving legal advise, just my opinion.
