I have no FFL.
If I buy some upper AR complete receivers in Bulk at a decent price and sell them without the lower is that legal? Now same scenario but I ordered the upper without the Bcg and add an upgraded one or add a scope is that still legal? I would like to get my FFL-7 but really feel I am not manufacturing the sellers is the manufacturer so why pay the ridiculous liability ins.?
