    Drop ship?

Let's say we have a client in NorCal that orders a custom firearm. Said firearm is being built out of state. Buyer pays us, we pay the builder, builder ships to buyer's dealer in NorCal. Acceptable?

100% legal. Do you ever order guns from a wholesaler and then sell them and ship them to another dealer? All you are doing is cutting yourself out of the middleman spot.

We are responsible for collecting the sales tax, correct?

If you are delivering goods to a California address, yes. Even if you are merely drop shipping. You are a BOE Retailer so anything delivered to CA collect the sales tax because you certainly owe it.

If the buyer fails backround, to where does the gun get returned?

That is up to the policy of the seller and also the transfer FFL. The seller an stipulate no refunds or a restocking fee. If the transfer FFL says they won't transfer it to anyone after the buyer gets denied, that's up to the transfer dealer.

Odds are the guy will get approved.

Also realize that you are also responsible for collecting the sales tax on the transfer dealer's fee. I think that has been added to the FAQ, but I am not sure. The sales tax would be the total cost to get it to the customer, excluding the DROS fee.
