07 and ITAR Question?

So do I have to get an 07 license and register with ITAR if I just want to assemble uppers and sell them? Dont want to sell complete firearms just assembled upper receivers.

Yes BUT, if he plans to export them (ITAR) he will need to get cleared to sell them abroad.

Dont plan to export them, ITAR just seems to cover so much stuff I was/still am unsure if I need it.
